The Department of Public Health (DPH) will fund $208,494 (4% of the overall $5,212,366 Joint Exercise of Powers Agreement (JPA) operating budget), to support startup costs of the Animal Resource Center of the Inland Empire (Resource Center) which is currently included in DPH’ 2024-25 budget. The recommended JPA requires the County to be responsible for the estimated annual costs for subsequent years, which are anticipated to be slightly higher than the initial amount funded by DPH. In addition, the County will contribute $1,600,000 to $2,000,000 (4% of the estimated $40,000,000 to $50,000,000 construction cost) to complete the required capital improvement projects to build the animal shelter facilities

The Program assists low-income military veteran families buy a home at a below market value with a low interest loan. Funding will be utilized towards the construction of two homes in Chino Hills. Qualifying households partner with Habitat for Humanity and agree to provide 250-500 hours of “sweat equity” during the construction phase giving an added buy-in and honor in building their own home. The homes are being built to serve two disabled veteran families and are anticipated to be completed by fall 2024.

The Fire Department’s current front-line ladder truck was obtained in 2020 and is a 2004 American La France 100 foot aerial ladder truck. The vehicle is 20 years old and was purchased by Montclair as a refurbished unit. However, it has been out of service a significant amount of time since its inception due to a substantial repair history. Over the years, the Fire Department has relied heavily on the use of reserve engines to supplement the out of service time of the aerial ladder truck. Due to the anticipated growth of Montclair as well as the surrounding areas, it is critical to have a reliable front-line ladder truck for which to serve the community and to provide a unit that can protect the increased vertical integration and construction planned for the area.

The City will be constructing a new Chino Preserve Community Center (Community Center). The City contacted the County in July of 2023 because the new Community Center will provide various community services and could be home to a new Chino Preserve Library. The primary objective of the funding is to provide gap funding for the capital development project in order to provide library and community services to residents in Chino and surrounding areas. The total estimated cost of the Community Center is $49,038,000, which includes $47,765,939 for construction costs. The City has requested $4,000,000 for the Community Center. Construction and renovations are expected to be completed by February 28, 2027, and operations are anticipated to begin in early April of 2027.  This project will bring Library services to the new Chino Preserve Community, as well as community services.

The Prado Regional Park Sport Courts project will provide increased amenities and athletic opportunities for current and future park patrons. This project will convert the existing soccer field into one basketball court, one tennis court,  and multiple pickleball courts.  The project will also add ADA and standard parking stalls for the sport courts with perimeter fencing around each court added sports lighting, and ADA pathways from the parking lot to the new courts.  The project will also add benches and bleachers for spectator viewing, and ADA compliant drinking fountains. Improvements to the existing restroom as well as replacing trash and recycling receptacles are also included with this project.

In 2022, the City began an $8 million refurbishment project to enhance the Park’s functionality and ensure it continues to meet community needs. The project consists of three phases.
Phases I and II are now complete and include significant improvements such as replacing artificial turf in the outfields, converting all infields to artificial turf, rehabilitating the main restroom, replacing wind screening in dugouts and bullpens, procuring new portable fencing and sports equipment, and repairing and repainting building exteriors.

The final phase, Phase III, will focus on expanding the parking lot to accommodate the Park’s high volume of visitors. Additionally, a V-ditch drainage system will be added to the project to improve water management and protect the Park’s infrastructure.

Use of Bon View Park would cut the distance to the nearest OMSD school to less than 1 mile or a 60% decrease in distance benefiting students and families. Projected expenditures of $300,000 will be funded by the ARPA Fund for the associated building and field improvements.

The Montclair Basins Spillway Project (Montclair #2 Spillway Repair and Improvement Project) consists of existing Montclair Basins that are adjacent to and east of San Antonio Creek Channel on properties owned by the Chino Basin Water Conservation District and located in the City of Montclair. The San Antonio Creek flood channel provides 100-year flood protection to the communities that it passes through, provided that the Montclair Basins and other flow-by basins located on it are working to capacity. Projected expenditures of $300,000 will fund repairs and improvement of the existing spillway between Basins 1 and 2, which is currently considered non-operational. The beneficial use for this project will allow for more water capture at 56 Annual Quantity of Water for the improved spillway which furthers the protection from drought in the future of the Chino Basin Region. The Project also increases the Montclair Basin storage capacity via the spillway improvements to increase drought resiliency through groundwater recharge.

The Monte Vista Water District (MVWD) provides retail and wholesale water to over 135,000 customers within a service area that spans 30 square miles. The service area includes Montclair, Chino Hills, Chino, and surrounding unincorporated areas. The MVWD Waterline Replacement Project will replace nearly 2,500 linear feet of deteriorated and undersized drinking water pipeline for an estimated cost of $790,000. Over the years, lack of investment and financial resources have contributed to pipeline deterioration, which resulted in repeated and significant leaks in the distribution system and wasted water. These improvements will be made to conserve water lost from the current state of infrastructure.

Restoration of the adobe was started in 1928 and was designated California State Historical Landmark No. 191 in 1934. The property was purchased by San Bernardino County in 1971.
