Katherine Kolcheva serves as the Chief of Staff to Supervisor Curt Hagman. Kolcheva joined Supervisor Hagman’s office in December 2014 as a Policy Advisor. She was promoted to Deputy Chief of Staff in August 2015 and Chief of Staff in June 2016.
Kolcheva plays a key role in Supervisor Hagman’s Office as his most senior advisor, coordinating his priorities and advancing key projects and policy goals in service to the residents of San Bernardino County’s Fourth District. Her expertise in strategic leadership, legislative and media relations, and stakeholder engagement enable her to lead the Fourth District Team to achieve purpose driven results.
Prior to working for Supervisor Hagman at the County of San Bernardino, Katherine served as a field representative in the California State Assembly from 2013 – 2014. She also has extensive experience in campaign and social media strategy working as a consultant on local campaigns since 2012. Katherine received her BA in Business Economics from California State University, Fullerton and completed her MPA in Leadership at California State University, San Bernardino. She is a longtime San Bernardino County resident and enjoys spending her free time rescuing animals and travelling with her husband.
Chief of Staff
Peter Rogers serves as Deputy Chief of Staff for Supervisor Curt Hagman, primarily overseeing the Chino Hills District Office and staff. Peter brings two decades of government experience to the position, along with skills as a problem solver and a strong desire to serve others. He is key to the district office as he coordinates district casework and communications with constituents, oversees community outreach efforts and supervises the district office.
Prior to working with Supervisor Hagman, Peter was a small business owner for 30 years. His Chino Hills based company, Peter Rogers Photography, served the advertising and public relations needs of many major corporations with photo assignments throughout the United States and 24 foreign countries. In addition to his small business, Peter served for a 10-year period as President and CEO of Phoenix Energy, a small oil production company based in Santa Maria, CA.
Peter has been known as a tireless community volunteer. He started by serving on his HOA’s Board of Directors for 12 years, and on the Canyon Hills Little League Board as President and Vice President for six years. Peter has been an active member of the Chino Hills city government for 24 years. He was named to the Chino Hills Parks and Recreation Commission in 1998, serving for eight years. In November 2006, Peter was elected to the Chino Hills City Council, and was selected to serve as Chino Hills Mayor by his colleagues in 2009, 2013, 2018 and currently in 2023. He has been re-elected four times. In 2019, Peter was name Chino Valley Person of the Year by Champion Newspapers. He was also named Chino Hills Community Hero in 2002, Small Business Person of the Year by the Chino Valley Chamber of Commerce in 2000, and likewise by then Assemblyman Bob Huff for the assembly district in 2006. Peter is known to serve on many Chino Hills committees and his current responsibilities include board leadership positions at several local water agencies, the Chino Hills Legislative Advocacy Committee, Tres Hermanos Conservation Authority, the Boat Parade Committee along with animal care and social media committees. Peter’s focus in recent years has been as a co-founder and Chairman of the Chino Hills Community Foundation.
Peter and his wife Merry have lived in Chino Hills since 1986. They have two grown and successful sons and are blessed with three grand-daughters. Peter graduated from Cal Poly, Pomona with a B.S. degree in Communications. He is a long time member of the Rancho del Chino Rotary Club.
Deputy Chief of Staff
Michael Miller currently serves as Director of Special Projects for the Fourth District. Starting his time on Team Hagman as an intern some years ago, Michael has proven to be a utility player on the team, working at all levels to support office management, administration and budgets, donations, community events and programs, scheduling, the internship program, and more. In his most current role, he serves as the policy advisor for County Airports, Ontario International Airport, and South Coast Air Quality Management District, and manages special projects across the District and County.
Michael was born in Grand Junction, Colorado, and currently resides in Upland. He has lived in the Inland Empire with his family since age three. A product of local public schools, he graduated from the University of La Verne with a Bachelor of Arts degree in Political Science.
Michael loves the outdoor life when not helping people in the Supervisor’s office. He has taken his Jeep on some of the most remote roads and trails in San Bernardino County and loves to go skeet shooting at Prado Park in Chino, the site of the 1984 Olympic shooting competitions. Michael and his wife enjoy traveling, visiting museums, wine tasting, and all that our wonderful county has to offer.
Director of Special Projects
Rebecca Boydston serves as a policy advisor for the Fourth District. She is new to Team Hagman and brings a great deal of experience to this role. She is responsible for assisting with policy development and supporting the Supervisor on the various boards and commissions on which he sits.
Rebecca previously worked for a local public relations firm, focusing mainly on development. Prior to that, she spent 3.5 years developing policy for the City Council in Tacoma, Washington. She also spent seven years working in San Bernardino County for two local state legislators. She has a bachelor’s degree in political science from Saint Mary’s College in Notre Dame, IN.
Rebecca resides in Riverside with her husband and son. In her free time, she enjoys traveling.
Policy Advisor
Andie Castaneda serves as Social Media Manager for the Fourth District. She is responsible for updating and creating content for the District website and social media. In addition, she prepares mass email communications, and works on other duties as assigned.
Andie comes by her customer service skills via positions in local government taxpayer services and the electronics industry, where she also learned the technological skills so vital in today’s fast paced, information-based economy.
Andie lives locally and enjoys sports, traveling and the company of family and her many friends.

Jodi James holds the role of Executive Assistant/Scheduler to Supervisor Hagman. She is responsible for efficiently managing and organizing the Supervisor’s schedule and appointments. Additionally, Jodi offers administrative support to the Supervisor and the executive staff. She takes pride in serving the Fourth District and San Bernardino County constituents.
For the past 20 years, Jodi has been dedicated to assisting students in achieving their academic goals in the Higher Education sector. She has worked in roles related to Program Administration and most recently served as the Executive Assistant to the Dean of the Drucker School of Management.
Jodi originates from Oregon but grew up mainly in Southern California and has lived in the Inland Empire for the last twenty-one years. Jodi likes to volunteer, travel, and go camping during her leisure time.
Executive Assistant/Scheduler
Melissa Compani is a dedicated public servant who has spent the last eight years as a Senior Field Representative for the Fourth District of San Bernardino County. In this role, she has worked to address the needs of the community, advocated for constituents, and worked closely with community leaders to identify areas of improvement. She enjoys providing information to the public on governmental functions, services, community activities, and programs.
In addition to her work in public service, Melissa has also been committed to over two decades of dedicated volunteer service to organizations in Chino Hills. She is a passionate advocate for senior citizens and the underprivileged and loves attending community events and bringing people together. Her hard work and dedication have earned her the respect and admiration of her colleagues and constituents alike. Melissa and Robert, her husband of 32 years, have lived in Chino Hills since 1994. They have three children. Melissa enjoys spending time with her family, volunteering with her youngest child’s numerous activities, traveling, and meeting new people.
Senior Field Representative
Suzette Dang serves as a Senior Field Representative to Supervisor Curt Hagman for the Fourth District. With a background in business, marketing, and consulting spanning 30 years, she brings a wealth of knowledge and experience to focus on building community partnerships. She is actively engaged in developing and fostering relationships with community organizations, businesses, and other stakeholders in the region. By working closely with these groups, she has been able to identify areas of need and coordinate community events and special projects to provide county services and resources for constituents, such as Coffee with Curt, Job Fairs, Shredding Events, Annual Veterans Claims Event, and more.
Suzette demonstrates a commitment to excellence and a passion for serving the needs of the community. She is dedicated to ensuring that the residents of San Bernardino County’s Fourth District receive the highest level of service possible and is proud to be a part of such a dynamic and thriving community.
Suzette is happily married with two children. She loves spending quality time with her family and enjoys gathering with good friends, food, and traveling.
Senior Field Representative
Karen Haughey serves as a Senior Field Representative for the Fourth District. She is responsible for keeping the Supervisor informed of community needs, works to bring awareness to issues, and helps find solutions for residents by making referrals to appropriate County departments. She works closely with residents, businesses, community leaders, and elected officials to address the needs of constituents and improve the quality of life in the community. She is a veteran of over a quarter century of leadership in many community organizations in the Fourth Supervisorial District. Her empathy and problem-solving abilities led Supervisor Hagman to offer her a position on his district staff.
Karen considers herself a “professional volunteer”. In addition to her past career as an elementary school teacher, Karen has also found time over the last 30 years to serve Soroptimist International as a Club President several times, as the region Governor, and as a Board Member of Soroptimist International of the Americas (which covers 20 countries). She has also served as a board member of the Chino Cultural Foundation, the Chino Valley Fire Foundation, the Chino Valley YMCA, and as Co-Chairperson of the Chino Day at the Los Angeles County Fair and the Walk Against Human Trafficking Committee. She is currently serving as Secretary/Treasurer for her HOA Board of Directors.
Karen was awarded the Fred L. Burns Award in 1998, was a San Bernardino County Commission on the Status of Women District 4 Honoree for the Herstory recognition in 2008, along with her husband was named the Chino Cultural Foundation Chino Sweethearts in 2014, and in 2022 was named Woman of the Year for Chino by Assemblymember Freddie Rodriguez 53rd Assembly District.
Karen and Tom, her husband of 50 years, have lived in Chino since 1977. They have two sons. Karen enjoys spending time with her family, volunteering in the community, traveling, gardening, and holiday decorating, and has always made improving the quality of life for women and girls a personal priority.
Senior Field Representative
Ruby Long serves as a Senior Field Representative for the Fourth District. She is responsible for keeping the Supervisor informed of community needs, works to bring awareness to issues, and helps find solutions for residents by making referrals to appropriate county departments. She monitors constituent cases, generates case reports for the district, and provides general administrative support to the Fourth District staff. She has 20 years of experience in office management.
Ruby was born in Sinaloa, Mexico, and is fluent in Spanish. She enjoys spending quality time with her children and going on Harley rides with her husband. She also enjoys traveling, wine tasting, and singing.
