Team Biographies

Katherine Kolcheva serves as Chief of Staff to San Bernardino County Fourth District Supervisor Curt Hagman. She joined Supervisor Hagman’s office in December 2014 as a Policy Advisor and was promoted to Deputy Chief of Staff in August 2015 before being appointed Chief of Staff in June 2016.

As the Supervisor’s most senior advisor, Kolcheva oversees office operations, coordinates district priorities, and supports the Supervisor’s vision for the Fourth District. She works closely with County departments, cities, regional agencies, and community partners to advance key initiatives in service of Fourth District residents.

Prior to joining San Bernardino County, Kolcheva served as a Field Representative in the California State Assembly and has experience in social media strategy and public communications, advising candidates and local initiatives since 2012.

Kolcheva holds a Bachelor of Arts in Business Economics from California State University, Fullerton, and a Master of Public Administration in Leadership from California State University, San Bernardino. She is a longtime resident of San Bernardino County and enjoys spending her free time traveling with her husband.

Chief of Staff

Peter Rogers serves as Deputy Chief of Staff for Supervisor Curt Hagman, primarily overseeing the Chino Hills District Office and staff. Peter brings two decades of government experience to the position, along with skills as a problem solver and a strong desire to serve others. He is key to the district office as he coordinates district casework and communications with constituents, oversees community outreach efforts and supervises the district office.

Prior to working with Supervisor Hagman, Peter was a small business owner for 30 years. His Chino Hills based company, Peter Rogers Photography, served the advertising and public relations needs of many major corporations with photo assignments throughout the United States and 24 foreign countries. In addition to his small business, Peter served for a 9-year period as President and CEO of Phoenix Energy, a small oil production company based in Santa Maria, CA.

Peter has been known as a tireless community volunteer. He started by serving on his HOA’s Board of Directors for 12 years, and on the Canyon Hills Little League Board as President and Vice President for six years. Peter has been an active member of the Chino Hills city government for 28 years. He was named to the Chino Hills Parks and Recreation Commission in 1998, serving for eight years. In November 2006, Peter was elected to the Chino Hills City Council, and was selected to serve as Chino Hills Mayor by his colleagues in 2009, 2013, 2018, and 2023. He has been re-elected four times. In 2019, Peter was named Chino Valley Person of the Year by Champion Newspapers. He was also named Chino Hills Community Hero in 2002, Small Business Person of the Year by the Chino Valley Chamber of Commerce in 2000, and likewise by then Assemblyman Bob Huff for the assembly district in 2006. Peter is known to serve on many Chino Hills committees and his current responsibilities include board leadership positions at several local water agencies, Animal Resource Center (ARC) Board of Directors, the Chino Hills Legislative Advocacy Committee, Tres Hermanos Conservation Authority, the Boat Parade Committee along with animal care and social media committees. Peter’s focus in recent years has been as a co-founder and Chairman of the Chino Hills Community Foundation.

Peter and his wife Merry have lived in Chino Hills since 1986. They have two grown and successful sons and are blessed with three grand-daughters. Peter graduated from Cal Poly, Pomona with a B.S. degree in Communications. He is a long time member of the Rancho del Chino Rotary Club.

Michael Miller currently serves as Director of Special Projects for the Fourth District. Starting his time on Team Hagman as an intern some years ago, Michael has proven to be a utility player on the team, working at all levels to support office management, administration and budgets, donations, community events and programs, scheduling, the internship program, and more. In his most current role, he serves as the policy advisor for County Airports, Ontario International Airport, and South Coast Air Quality Management District, and manages special projects across the District and County.

Michael was born in Grand Junction, Colorado, and currently resides in Upland. He has lived in the Inland Empire with his family since age three. A product of local public schools, he graduated from the University of La Verne with a Bachelor of Arts degree in Political Science.

Michael loves the outdoor life when not helping people in the Supervisor’s office. He has taken his Jeep on some of the most remote roads and trails in San Bernardino County and loves to go skeet shooting at Prado Park in Chino, the site of the 1984 Olympic shooting competitions. Michael and his wife enjoy traveling, visiting museums, wine tasting, and all that our wonderful county has to offer.

Director of Special Projects

Andie Castaneda serves as Social Media Manager for the Fourth District. She is responsible for updating and creating content for the District website and social media. In addition, she prepares mass email communications, and works on other duties as assigned.

Andie comes by her customer service skills via positions in local government taxpayer services and the electronics industry, where she also learned the technological skills so vital in today’s fast paced, information-based economy.

Andie lives locally and enjoys sports, traveling and the company of family and her many friends.

Social Media Manager

Suzette Dang serves as Community Services Manager to Supervisor Curt Hagman for San Bernardino County’s Fourth District. With more than 30 years of experience in business, marketing, and consulting, she brings a strategic and results-driven approach to building strong community partnerships.

In her role, Suzette actively cultivates relationships with community organizations, businesses, and regional stakeholders to identify local needs and connect residents with vital county services and resources. Through close collaboration, she has helped coordinate impactful community events and initiatives, including Coffee with Curt, Job Fairs, Shredding Events, Open House, the Annual Veterans Claims Event, and numerous special projects that enhance constituent access and engagement.

Suzette is known for her commitment to excellence and her genuine passion for public service. She is dedicated to ensuring that residents of the Fourth District receive responsive, high-quality support and is proud to contribute to the continued growth and vitality of the community she serves.

Outside of work, Suzette is happily married and a proud mother of two. She enjoys spending time with family and friends, sharing great food, and traveling whenever possible.

Rebecca Boydston serves as a policy advisor for the Fourth District.  She is new to Team Hagman and brings a great deal of experience to this role. She is responsible for assisting with policy development and supporting the Supervisor on the various boards and commissions on which he sits. 

Rebecca previously worked for a local public relations firm, focusing mainly on development.  Prior to that, she spent 3.5 years developing policy for the City Council in Tacoma, Washington.  She also spent seven years working in San Bernardino County for two local state legislators.  She has a bachelor’s degree in political science from Saint Mary’s College in Notre Dame, IN. 

Rebecca resides in Riverside with her husband and son.  In her free time, she enjoys traveling.

Policy Advisor

Jodi James serves as Executive Assistant/Scheduler to Supervisor Hagman. In this pivotal role, Jodi manages the Supervisor’s schedule, coordinates meetings and public events, and oversees the efficient day-to-day operation of the office.

Jodi draws on an extensive background in higher education administration and student services to bring exceptional organizational and communication skills to the office. Jodi’s experience in academic settings has fostered a deep commitment to service, collaboration, and community engagement, which now benefits the constituents and stakeholders of the Fourth District.

Before joining the Fourth District Supervisor’s office, Jodi served for the past 20 years in various administrative roles at Claremont Graduate University, honing skills in project management, event planning, and cross-functional teamwork.

Outside of work, Jodi enjoys camping, traveling, and volunteering, further demonstrating her ongoing commitment to making a positive impact.

Melissa Compani serves as a Senior Field Representative for the Fourth District. She is a dedicated public servant with more than a decade of experience serving San Bernardino County residents. Her focus is on addressing community needs, advocating for constituents, and working with local leaders to find ways to improve the community. Melissa takes pride in connecting residents with county services and providing clear, accessible information about government programs, resources, and community initiatives.

Melissa has spent over two decades volunteering with Chino Hills organizations. She passionately advocates for senior citizens and families, and strengthens community connections. With her approachable nature and strong work ethic, Melissa has earned respect and admiration from colleagues, partners, and constituents.

Melissa and her husband, Robert, settled in Chino Hills in 1994. They have celebrated 35 years of marriage and raised three children. In her free time, she volunteers alongside her youngest child, explores new places, and connects with new people.

Senior Field Representative

Karen Haughey serves as a Senior Field Representative for the Fourth District. She is responsible for keeping the Supervisor informed of community needs, raising awareness of issues, and helping residents find solutions by making referrals to appropriate County departments. She works closely with residents, businesses, community leaders, and elected officials to address constituents’ needs and improve the community’s quality of life. She is a veteran of over a quarter-century of leadership across many community organizations in the Fourth Supervisorial District. Her empathy and problem-solving abilities led Supervisor Hagman to offer her a position on his district staff.

Karen was an elementary school teacher in the Bonita Unified School and the Chino Valley School districts. She considers herself a “professional volunteer”. She has served Soroptimist International at several levels: as club president several times, eight years on the region board, including serving as Region Governor, and as a Board Member of Soroptimist International of the Americas (covering 20 countries). She has also served as a board member of the Chino Cultural Foundation, the Chino Valley Fire Foundation (C.H.E.I.F.S.), the Chino Valley YMCA, and as Co-Chairperson of the Chino Day at the Los Angeles County Fair and the Walk Against Human Trafficking Committee. She currently serves as Secretary/Treasurer on her HOA Board of Directors.

Karen was awarded the Fred L. Burns Award in 1998, was a San Bernardino County Commission on the Status of Women District 4 Honoree for the Herstory recognition in 2008, along with her husband, was named the Chino Cultural Foundation Chino Sweethearts in 2014, and in 2022 was named Woman of the Year for Chino by Assemblymember Freddie Rodriguez, 53rd Assembly District.

Karen and Tom, her husband of almost 53 years, have lived in Chino since 1977. They have two sons. Karen enjoys spending time with her family, volunteering in the community, traveling, gardening, and holiday decorating. She always made improving the quality of life for women and girls a personal priority.

Senior Field Representative

Ruby Long serves as a Senior Field Representative for the Fourth District. She is responsible for keeping the Supervisor informed of community needs, works to bring awareness to issues, and helps find solutions for residents by making referrals to appropriate county departments. She monitors constituent cases, generates case reports for the district, and provides general administrative support to the Fourth District staff. She has 20 years of experience in office management.

Ruby was born in Sinaloa, Mexico, and is fluent in Spanish. She enjoys spending quality time with her children and going on Harley rides with her husband. She also enjoys traveling, wine tasting, and singing.
